Procedure For The Testing And Commisioning Of Grid-Connected Photovoltaic System In Malaysia
- This testing and commissioning procedure is only applicable to quota offered from 2014 onwards.
- Inverter site test is required for all PV systems connected at medium voltage.
- The commissioning tests for installations up to 12 kW are to be carried out by the owner’s qualified person (QP) without the presence of SEDA Malaysia representative.
- The fee for T&C witnessing for Solar PV under 2015 Community Category is exempted with effect from 15thOctober 2015.
- The commissioning tests for installations greater than 12 kW must be carried out by the respective qualified persons in the presence of SEDA Malaysia’s representatives who will sign off on the commissioning checklist. This checklist is a prerequisite to be submitted to TNB when applying for testing and commissioning of the grid interconnection.

- Please take note that the acceptable Performance Ratio (PR) as per requirement in the Procedure for the T&C of GCPV Systems is minimum 0.75 until further notice.
- The table below gives the categories and fees to be paid to SEDA Malaysia.
Procedure | Capacity of Installation | T&C to be witnessed by SEDA representative | Fees |
Part 01 | ≤ 12 kW | No | NIL |
Part 02 | > 12 kW but < 72 kW | Yes | RM 3,500.00 |
Part 03 | ≥ 72 kW but ≤ 425 kW | Yes | RM 5,000.00 |
Part 04 | > 425 kW | Yes | RM 7,000.00 |
Note : Should there be follow-ups/ witnessing at site due to failure during the official T&C (or as determined by SEDA Malaysia), the below table provides the fees to be paid to SEDA Malaysia (will be effective starting from 1st June 2015) :
Procedure | Capacity of Installation | T&C to be witnessed by SEDA representative | Fees |
Part 01 | ≤ 12 kW | No | NIL |
